Portraitfoto von Michael Halstenberg / Michael Halstenberg Bio Englisch: Michael Halstenberg, retired Ministerial Director, worked in the NRW Ministry of Construction from 1988 to 2004, most recently as head of the ‘Construction Industry, Construction Technology, Public Procurement Law’ group. From 1999 to 2004, he was EU advisor to the German Conference of Construction Ministers. From 2004 to 2009, he was head of the Department of Construction, Construction Industry and Federal Buildings at the Federal Ministry of Transport, Building and Urban Development. He has been working as a lawyer since 2009, currently at the law firm Franßen & Nusser Rechtsanwälte PartGmbB. Among other things, he was Chairman of the Board of the German Procurement and Contract Committee, a member of the DIN Executive Committee and a member of the working group ‘Amendment of Construction Contract Law’ at the Federal Ministry of Justice. Since 2003, he has been a member of the Advisory Board of the RG-Bau of the Rationalisation and Innovation Centre of German Business e. V., since 2023 as Deputy Chairman. He has also been Deputy Chairman of the Board of the German Society for Construction Law since 2004. He is also a member of the Board of Trustees of the Construction Foundation, the Legal Committee of the German Sustainable Building Council and the Board of Deutschland Baut! e. V. and is Chairman of the Board of Trustees of the Institute for Building Research in Hannover. Bio Deutsch: Rechtsanwalt Michael Halstenberg, Ministerialdirektor a. D. war 1988 bis 2004 im Bauministerium NRW, zuletzt als Leiter der Gruppe „Bauwirtschaft, Bautechnik, Vergaberecht“ tätig. 1999 bis 2004 war er EU-Referent der deutschen Bauministerkonferenz. 2004 bis 2009 leitete er die Abteilung Bauwesen, Bauwirtschaft und Bundesbauten im Bundesministerium für Verkehr, Bau und Stadtentwicklung. Seit 2009 ist er als Rechtsanwalt tätig, aktuell in der Kanzlei Franßen & Nusser Rechtsanwälte PartGmbB. Er war u. a. Vorsitzender des Vorstandes des Deutschen Vergabe- und Vertragsausschusses, Mitglied des Präsidiums des DIN und Mitglied der Arbeitsgruppe „Novellierung des Bauvertragsrechts“ im Bundesjustizministerium. Seit 2003 ist er Mitglied im Beirat der RG-Bau des Rationalisierungs- und Innovationszentrums der Deutschen Wirtschaft e. V., seit 2023 als stellvertretender Vorsitzender. Seit 2004 ist er zudem stellvertretender Vorstandsvorsitzender der Deutschen Gesellschaft für Baurecht. Er gehört zudem dem Kuratorium der Stiftung Bauwesen, dem Rechtsausschuss der Deutschen Gesellschaft für Nachhaltiges Bauen sowie dem Vorstand des Deutschland Baut! e. V. an und ist Vorsitzender des Kuratoriums des Institutes für Bauforschung in Hannover.
